Rock Cut School Parking Lot Expansion. The project scope is to construct a new parking lot addition and crack fill/seal the existing HMA pavement at Rock Cut Elementary School. An alternate bid is included for minor path repairs at Marquette School. Scope of work includes storm sewer, earth excavation, aggregate base course, HMA paving, pavement markings, crack filling/sealing of HMA pavement, and associated erosion and traffic control.

TIME Sealed Bids will be received until 1:30 PM, local time, as indicated on the website http://www.time.gov CST on May 12, 2026, in the Offices of the Harlem Administration Center, 8605 North Second Street, Machesney Park, IL 61115, at which time and place all Bids will be publicly opened and read aloud.
BIDS All Bids shall be addressed to Mr. Joshua Aurand, Assistant Superintendent, Harlem School District #122, 8605 North Second Street, Machesney Park, IL 61115. Bids shall be sealed and shall have the name and address of the Bidder and the Contract for which the Bid is being submitted on the outside of the envelope. BID SECURITY No Bid shall be received unless accompanied by a Certified Check or satisfactory Bid Bond payable to the Harlem School District in an amount not less than ten percent 10% of the maximum Bid as a guarantee that, if the Bid is accepted, the Bidder will execute and file the Contract, Performance/Payment Bonds and Insurance Certification, as required by the Contract Documents, within ten (10) days after the Notice of Award.
WITHDRAWAL OF BIDS No Bid shall be withdrawn for a period of 45-days after the scheduled opening without the consent of the OWNER.

Minimum Wage
This project is subject to the Illinois Prevailing Wage Act (820 ILCS 130/1 et seq.). The CONTRACTOR, and each subcontractor, shall be required to pay not less than the prevailing rate of wages to all laborers, workers, and mechanics performing work under this contract. Pursuant to the Act, all contractors shall submit certified payroll records to the Illinois Department of Labor’s electronic portal.
SEC. 511. When issuing statements, press releases, requests for proposals, bid solicitations and other documents describing projects or programs funded in while or in part with Federal money, all grantees receiving Federal funds, including but not limited to State and local governments, shall clearly state (1) the percentage of the total costs of the program or project which will be financed with Federal money, (2) the dollar amount of Federal funds for the project or program, and (3) percentage and dollar amount of the total costs of the project or program that will be financed by nongovernmental sources.
